Now That India has IPTV, it sucks to pay 12.99/15.99 per channel here in the USA. Is there any way I can stream indian channels here in the US. Does anyone know how to?

On the normal internet, streaming video, like youtube, etc. gives you about 5Mbps or less of bandwidth on DSL. For high resolution that only allows you enough bandwidth for a fairly small box on the screen.
IPTV is broadband video streaming with bandwidth greater than 5Mbps DSL. It is like cable tv in that the entire screen of your computer will be filled with video. Think of it as an alternative to cable or satellite tv. But over DSL to your computer. IPTV can also be set up and received by TV sets.
