Its because of the frequency difference between TV montitor and mobile cam. Frequency of Mobile Cam is much lower than a TV monitor, but if you observer, high end cams which are used in shooting movies wont give that effect… its only coz the frequency of high end cams are more

Because the the TV screen refreshes at a rate that the eye can’t see but the camera can!

the images are flashes of light.
They are not in sync with each other.
