IPTV is just a way (like digital cable) to get the television services to you.
If a device is set up to receive IPTV signaling, you could take that kind of broadcast instead of needing a special cable connection to the box.
It’s not a computer. Imagine that it’s like Digital Cable, except it’s provided to you through the Internet connection instead of the Cable connection.
If you get your Internet through Cable, this would be sort of a moot point. But you get the idea… =)

There seem to be several IPTV services found on the net at present that offer to transform your personal into a TV and give you access to 1000s of channels. Many offer a lifetime membership for $30 to $70. But I would hate to pay the money and find they are a scam. [...]
I know how to connect the wired router for IPTV, but if the TV is away from the pc and must use wireless router, how this can make the correct connection.
