Don’t hesitate to tell me if there is a mobile tv that does not require an world wide web connection. Just only a stand alone player like a real TV that can be install in a nokia phone.

NO I think no one has created a mobile phone to tune to that frequencies which the tv use

so u cannot get mobile tv without gprs.
