CAN I USE A VGA TO RCA CABLE WITH MY COMPUTER/TV?

I want to have my personal display on a TV. I have a VGA port, and I was thinking about plugging it into my Television with a VGA to RCA cable. Will that work? I have got a Dell Inspiron 1300 laptop with the Mobile Intel 915GM/GMS, 910GML Express Chipset.

So my question is, is it possible to do this with what I have got?

IS THERE A TV TUNER FOR A LAPTOP THAT DOES NOT INVOLVE CONNECTING UP TO LOCAL CABLE?

I have a windows vista laptop and I want to be able to watch tv on it without necessarily being connected to long wires and cables from the tv. I want to be able to be mobile and watch tv wherever I want.; Also, I want to be able to have world wide web access also; is there a card for this?
