OLD TV, CHANGE RESOLUTION TO 640×480?

i have one of those cables that you use to get your pc screen into another monitor (like a Television og a projector).
I have 2 really old TVs. 1 of them have a place to put the wire. (blue, elongated thing).
The problem is, the Television has screen resolution 640×480, and I cant seem to be able to get this on my computer, the lowest I can go it 600×400. How do I change it?
Because the thing is, if I plug it in now, it gets flashy, blurry, wavey, weirdly coloured, displaced screen on the Television 
Does anyone know how to get my resolution on my Television or Computer to change so that I can use it as my screen? Or is the Television too old?
(I have “Inter(R) Graphics Media Accelerator For Mobile” graphics card if that helps)

TOSHIBA A305 LAPTOP: SPECIAL INTEL 965 MOBILE CHIP-SET. S-VIDEO, NO TV SETTING. CAN I FORCE A DRIVER CHANGE? ?

I have a Toshiba A305 S6859 Laptop. Dual Core, 2 Gigahertz processors, 4 gigs of RAM. It has S-video output, but no “Television” setting for output. I KNOW that the system specs and chipset are capable of “television” output- I have seen the screen-captures for the driver configuration screens.. How do I force a driver change? When I try to download the Intel driver I want, it tries to tell me to download a Toshiba-configured driver. HELP! What is the point of an S-Video port with no output capabilities? This seems like a cheap money-saving ploy.
